James Wallner is a senior non-resident fellow on the American Governance team at the Foundation for American Innovation. Previously, James was a senior fellow at the R Street Institute and the group vice president for research at the Heritage Foundation. He spent over a decade on Capitol Hill earlier in his career working in senior positions in both the House of Representatives and the Senate, including as Executive Director of the Senate Steering Committee, the longest functioning faction in the Senate.
